How We Calculate Return Fraud Risk
Three public and proprietary data signals combined into a transparent, reproducible model.
ONS Index of Multiple Deprivation (IMD)
We ingest the Office for National Statistics IMD 2019 dataset — the definitive English deprivation index, covering income, employment, health, crime, and barriers to housing. Each postcode district is ranked from 1 (most deprived) to 32,844.

Royal Mail PAF Rooftop Geocode Density
We use our own rooftop geocoding API (built on Royal Mail PAF) to measure address density per postcode district. High density combined with deprivation correlates with elevated address fabrication and parcel interception risk.

Return Pattern Normalisation
Return event frequency from our address enrichment API is normalised per 1,000 deliveries by postcode district. Districts with statistically elevated return rates relative to their retail category mix receive higher weighting.

Composite Risk Scoring
The three signals are combined into a 0–100 composite index using weighted linear scoring: IMD rank (50%), address density percentile (25%), return rate index (25%). Scores are updated quarterly.

Why Return Fraud Is Now a Serious Legal Issue
New UK legislation places direct responsibility on retailers to have fraud prevention procedures in place.
Fraud Act 2006 Still Applies
Using a false identity to claim a refund, submitting fabricated proof of return, or exploiting a returns policy dishonestly remains a criminal offence under the Fraud Act 2006, with penalties of up to 10 years imprisonment.
ECCTA 2023: Corporate Liability Raised
The Economic Crime and Corporate Transparency Act 2023 introduced a new 'failure to prevent fraud' offence. Large retailers could be prosecuted if they lack reasonable fraud prevention procedures — including returns fraud checks.
Organised Retail Crime on the Rise
The British Retail Consortium 2024 Crime Survey found a 26% rise in organised retail crime. Returns fraud is increasingly coordinated — fake IMEI returns, wardrobing rings, and refund farming are now classified as organised criminal activity.
What "Reasonable Procedures" Looks Like
Under ECCTA 2023 guidance, "reasonable procedures" for returns fraud includes postcode-level risk signals, per-customer return rate monitoring, and third-party verification of high-value returns. This data is a starting point.
